Red Cross Accompanies Militant Group in Recovery for Remains of Captives in Gaza

A Red Cross official confirmed that its representatives accompanied members of Hamas into areas of the Gaza Strip still under Israeli military authority to facilitate the search for the remains of Israeli hostages.

Truce Agreements and Captive Remains Return

Under the US-brokered ceasefire, which took effect on 10 October, Hamas is obligated to hand over the remains of all Israeli hostages promptly. As a reciprocal measure, Israel has agreed to hand over the remains of 15 Palestinians for each Israeli.

Hamas has so far returned the bodies of 15 of those held captive but zero in the past five days, as a portion of those remains are thought to be in locations past the ceasefire boundary marking the temporary truce line.

Red Cross Involvement as Impartial Facilitator

“Upon the appeal of the involved sides, the Red Cross joined a participant in the hostilities as the group looked for the bodies of the deceased individuals beyond the military-established ‘yellow line’,” said a spokesperson for the organization.

The spokesperson continued: “Those involved to the hostilities established the modalities of the mission and delegated the Red Cross to serve as a neutral intermediary. We was not involved in the discussions.”

She further clarified: “Our team was did not participate in the search for the deceased nor does it engage in the retrieval of remains.”

International Legal Standards and Duties

Under international humanitarian law, it is the duty of the parties engaged in a conflict to search for, collect, and retrieve human remains.

American Demand and Local Recovery Operations

Recently, the US president issued a 48-hour ultimatum to the militant group. “Hamas is going to have to begin handing over the remains of the deceased hostages, which include American citizens, quickly, or the additional nations participating in this significant truce will intervene,” he wrote on his online channel.

When the 48-hour deadline approached, the group, accompanied by the Red Cross, teamed up with teams from Egypt, who were authorised by Israel to search for remains beyond the boundary marking the withdrawal of troops inside Gaza. An official representative said the delegation would use heavy machinery and vehicles in the search.

Official Confirmation and Media Reports

This development was corroborated by an unnamed Israeli official, who told local press that members of the group had been allowed to access sections of Gaza under military authority to search for the remains of captives, together with Egypt’s and Red Cross personnel.

“To achieve this goal, Hamas members were allowed to pass the designated boundary,” the official was cited as stating.

Video published by a regional network seemed to show individuals of a specialized group – part of the organization’s armed faction responsible for guarding hostages – accompanying a humanitarian transport in a coastal area near Rafah, which is beyond Israeli military control.

Difficulties in Finding Captive Bodies

The search for the remains of individuals taken captive has turned into one of the most sensitive matters in the truce agreed between the two sides. However, the attempt to find the bodies has been challenging from the beginning, given the presence of an estimated enormous amount of rubble across the territory, where, as per local health authorities, at least ten thousand residents are listed as missing, buried under the debris.

Conflicting Claims on Remains Whereabouts

The group has stated it does not know the precise locations of all the bodies, saying it has lost contact with a number of its units that had been holding the captives and were reportedly eliminated during Israeli bombardments.

However, an official representative asserted that the organization was aware of the whereabouts of the bodies. “Should the group made more of an effort, they would be able to recover the remains of our hostages,” the official said.

US Stance and Disarmament Talks

Although the American leader has acknowledged that a portion of the bodies are difficult to reach, he said that “others they can hand over immediately and, for some reason, they are not.”

“This could be related to the surrender of weapons of Hamas,” he added.

Washington has said it has obtained assurances from Hamas that the faction will disarm, though no specific schedule has been established. They remains hesitant to surrender its arms without firm assurances about the fate of its members.
